Growing up in Lowell, Massachusetts, William “Bill” Dolan pursued a double major in History and Spanish, graduating in 2013. Following graduation from Suffolk University Law School in 2017, Bill immediately established a solo legal practice which has grown to what it is today.

Demonstrating a commitment to public service and legal excellence, Bill was accepted to the District Court panel for the Committee for Public Counsel Services (CPCS) and quickly advanced to the Superior Court panel, culminating in acceptance to the prestigious Murder Panel in 2024, currently holding the distinction of being its youngest member. This achievement was further supported by Bill’s completion of the highly selective National Criminal Defense College (NCDC) training program.

Bill also takes assigned counsel cases in New Hampshire and became a member of the Criminal Justice Act panel for the United States District Court for the District of New Hampshire. Beyond his legal career, Bill actively serves the community as a State Representative for Nashua Ward 5 in New Hampshire and as a member of the Housing Trust Fund board in Nashua.

Kevin Goscila brings a unique and dedicated perspective to criminal defense, shaped by a successful prior career as a contractor before pursuing his passion for law. Growing up in Lowell, Massachusetts, Kevin embarked on a non-traditional path that ultimately led him to graduate from New England Law School in 2021. This diverse background informs his strategic and pragmatic approach to legal challenges.

Demonstrating a strong commitment to both his community and his clients, Kevin is an active member of the Sierra Club and previously served as a Chelmsford Town Meeting Representative. His legal acumen is evident in his capacity to handle complex and demanding caseloads, including an impressive record of completing motions in limine for five murder cases within a six-month period. Kevin’s dedication to ensuring justice extends to the appellate level, where he accepts assignments for the Appellate Panel of the Committee for Public Counsel Services (CPCS).

Abigayle Bates is an associate attorney with our firm, bringing a diverse legal and public service experience background. Her focus is on our federal drug cases and post-conviction advocacy. In addition to her work here, Abigayle has experience in public service, including serving as an Intern for United States Senator Susan M. Collins.

She also gained valuable legal experience through previous internships at Ahern, DeWitt & Bryant, Middlesex County Juvenile Court, and O’Brien Law Offices. While earning her Juris Doctor from Massachusetts School of Law (2024), Abigayle demonstrated leadership as Vice President of the Student Bar Association.

Abigayle holds a Bachelor’s degree from the University of New Hampshire in Health Management and Policy. We are proud to highlight Abigayle’s dedication to her community, as shown by her activism to help save Saint Dominic Academy in her native Lewiston, ME. She is currently a board member of Saint Dominic Regional High School, along with other remarkably accomplished professionals.

Devin McMahon is a dedicated attorney focused on criminal defense. Devin is a member of the District Court panel for the Committee for Public Counsel Services in Lowell District Court. He served as a bar advocate in Norfolk County, Massachusetts. Devin is committed to providing legal representation to those accused of crimes.

Devin earned his Juris Doctor (J.D.) from Suffolk University Law School. Prior to his legal career, he obtained a B.S. in Industrial & Environmental Safety from Keene State College.
